The Gro & Sho lamp reads much dimmer than the Gro-Lux using a footcandle meter, but is nearly as bright when PAR is measured. The Gro-Lux just produces more light that we can see.
Lux Meters
'Lux' is an internationally accepted measure of light intensity. Lux meters do not 'see' blue and red light very well, and it is these wavelengths that are most responsible for promoting photosynthesis.

Lux: The intensity of light which impacts a surface is described by an international unit of measurement called a "lux." It is the metric measurement similar to a foot-candle: 1 foot-candle equals 10.7 lux.

This is the actual intensity of the light falling on a specified area and is defined as lumens per square meter.
Although the LUX level in tropical areas can be 70,000, in the shallow clear waters of a home aquarium we can consider the following as a guideline for tropical plants:

gro-lux, etc.) emphasize a spectral range that stimulates plant growth. Such bulbs grow plants (and algae!) well, but fish don't look quite right under them, because the light does not have the spectrum of normal sunlight.
Tri-phosphor bulbs (Triton, Tri-lux) are slightly more powerful, but also more expensive than full-spectrum bulbs, and high-end bulbs with internal reflectors (BioLume) are overpriced and unnecessary.
This is not another high brow discussion of PAR, PUR, Lumen, LUX, Kelvin, but a practical path through the forest of technicality. The cheapest cost efficient lights available to us today are the florescent lights.
It's red/purple/bue hues stand out very well under gro lux lighting, and photographs rarely if ever do the species any justice. There are at least two other species of Harlequin Rasboras - R. hengeli, and R. espei.
One Gro-Lux or wide spectrum tube, accompanied by a cool white bulb, suspended twelve to fourteen inches above the water seems best suited to my needs.
Subdued light has an intensity under 500 lux or from 1-2 Watts/gallon; moderate light has an intensity from 500-1000 lux or 2-2.5 Watts/gallon; bright light has an intensity from 1000-1500 lux or 2.
If the light goes out in the hallway, you can usually just screw in a new bulb and in moments, you can shout, "Lux fiat!" ("Let there be light!"), and flip on the switch.

Lighting should be in the neighborhood of eight or more hours light per day and light intensity equal to or greater than 850 lux. A simple light and a timer can accomplish this indoors.
