The Tiger Barbs would kill off the shrimp, and puffers are best kept in brackish water setups if not full marine conditions. I would say you can add 2 German Blue Ram Cichlids or 2 Bolivian Ram Cichlids, they should do ok with the barbs.
I have 7 of these (one died recently) and they are doing fine in my 20 g tank with One Giant Danio (Very Aggressive), Red Rainbow, Pearl Gourami and Ram Cichlid.
