The green spotted puffer, Tetraodon nigroviridis, is a tropical fish found in India, Indonesia, Sri Lanka, Thailand.[1] These fish can grow up to 6in (15cm). As their name implies, these fish are green with black spots.

I have a Spotted Puffer in my 75-gallon fish-only saltwater aquarium. It seems that the puffer's teeth have grown to the point where the puffer is unable to close his mouth, which has made it difficult for the fish to eat.

Green and green spotted puffers will often get a fluorescent patch on their heads when especially happy. As mentioned before, puffers do change color periodically, so don't be alarmed if the color darkens or fades.
Fluviatilis are simply a variant of the Green Spotted Puffer (T. Nigroviridis). A true Ceylon Puffer should look like a cross between the Figure Eight Puffer and the Green Spotted Puffer.

I also was thinking about some tiger barbs, obviously a pleco, and maybe a spotted puffer. The puffer will be bigger than the cichlids at purchase, will this guarantee his safety? I'm a bit of a newb to aquariums so any help is appreciated!

Common species available are the spotted puffers and figure of eight puffers. Pygmy puffers are also common place now and as a smaller fish of under an inch, they are the best choice if you really want a community puffer.
I really appreciate his notes on the frequency or lack thereof on feeding these beasts - the difference in a tank of highly kinetic Common Spotted puffers and a T. suvattii resting in its cave is huge.
