In order to address the possibility that a locally sub-optimal partitioning of the data set may lead to an enhancement in the choices for splitting later, I proposed to utilize Evolutionary Programming for tree induction.

Genetic algorithms are a subset of a greater field: evolutionary programming. Evolutionary programming encompasses other biologically-inspired areas of computing such as genetic programming (evolution of actual algorithms to solve a problem).
