Where the azimuth local space chart has to do with action and outreach on our part, the prime vertical dimension has to do with reaction, the response of the world to us.

Today we would use a telescope in an accurately-calibrated equatorial mounting to find the planet's altitude and azimuth (compass-bearing) and then, given the correct sidereal time, its latitude and longitude could be calculated.

The arcs that seem to radiate from the zenith are arcs of equal azimuth. The azimuth angle of an object in the sky is the angle from north, measured on the horizon. You can alway locate an object in the sky if you know its altitude and azimuth.
