Between the Tropics, the Sun passes overhead when its declination matches the geographic latitude of the observer. At 19N for example, this occurs when the Sun occupies 25 Taurus or 5 Leo.

These are the tropics. The northernmost point marks the Summer Solstice, and the southernmost the Winter Solstice, when viewed from the northern hemisphere. The Sun at maximum declination appears to stand still at these points, for about three days.
'Tropikos' is a Greek word which has a meaning relative to turning, and the tropics of Astronomy are the turning points of the Sun.

The circles that are concentric with the center of the astrolabe are the tropics. The outer circle, which is the outside of the plate, is the Tropic of Capricorn, the southern limit of the Sun's annual motion.
These are, quite simply, the two exact points in the year when the days are longest and shortest - that is, when the poles of Earth are maximally inclined toward the Sun, or when Sun is directly above the two tropics (of Cancer and Capricorn).
The activity of the Sun is most powerful within these demarcations known as the Tropics of Cancer and Capricorn. Planets with declinations outside this path are perhaps not challenged by the strength of the Sun and can operate more independently.
2. Beholding Signs The signs which have equal distances from the tropics and are both Northern or both Southern are deemed of equal power but this is only considered when two such signs are joined by a body in each, mutually configurated.
