ATC CLEARS- Used to prefix an ATC clearance when it is relayed to an aircraft by other than an air traffic controller.
If ATC clears you to land, that does not prohibit you from going around. For instance, if your gear is not down, ATC would prefer to see you go around rather than land gear-up.
