Charter Operator
The regulating rules of charter operators are almost similar to scheduled air carriers. The main difference is the size of the aircraft. Obtaining a charter operator's certificate can be a time-consuming process.
Charter -- the "renting" of an aircraft with crew for a personal, business, or cargo flight from one point to another.
Air charter is the business of renting an entire aircraft (i.e., chartering)as opposed to individual aircraft seats (i.e., purchasing a ticket through a traditional airline).
IFR Charts
If the flight will be flown under instrument meteorological conditions, there are two types of instrument charts. Pilots also have to file an IFR Flight Plan to fly in IMC conditions.

The HV chart is pretty easy to understand once you know what to look for. The vertical axis is labeled in feet AGL, or Above Ground Level. This represents how high above the ground the helicopter is.
