Ground Delay Program. Ground Delay Programs are implemented to control air traffic volume to airports where the projected traffic demand is expected to exceed the airport's acceptance rate for a lengthy period of time.
GROUND DELAY- The amount of delay attributed to ATC, encountered prior to departure, usually associated with a CDT program. GROUND SPEED- The speed of an aircraft relative to the surface of the earth.
ground delay program - A delay program, implemented at the FAA Command Center, based on established airport acceptance rates.
May involve ground delay. Used to keep arrival runway within arrival capacity. Static restrictions Routine restrictions on routes or at fixes to cope with high demand. Ground stop ATC refusal to allow departures due to traffic load.
Because aircraft flying in circles is an inefficient and costly way of delaying aircraft, it is preferable to keep them on the ground at their place of departure, called a ground delay program.
