Airspace set aside for the exclusive use of some government agency, usually the military. These are permanent allocations, though the space may be unused at a given time and civilian aircraft allowed in.

But here again attention to detail is invariably needed today as restricted airspace will probably be encountered sooner or later which requires avoidance and/or permission to transit.

ATC facilities apply the following procedures when aircraft are operating under an IFR clearance via a route which lies within joint route-use restricted airspace. This is only if the restricted area is not active and has been released by the FAA.

There are of course exceptions: For instance, you don't want to climb into a cloud layer unless you have current instrument-flying skills and a clearance. Similarly, you don't want to climb into restricted airspace without permission.

When planning check both sides along your intended route for any pertinent information regarding obstacles, restricted airspaces and for airports along the route, in case of diverting to another airport or circumnavigating weather.
