The circle is after ATC authorization when a straight-in landing is not the preferred option. Even if cleared for a straight-in you can circle only if you have not descended below the circling minimum.

A straight in instrument approach is one where the final approach is begun without first having executed a procedure turn, not necessarily completed with a straight-in landing or made to straight-in landing minimums.

Touchdown zone elevation (TDZE). The highest elevation in the first 3,000 feet of the landing surface, TDZE is indicated on the instrument approach procedure chart when straight-in landing minimums are authorized.
