Check the fuel sumps if the aircraft has been sitting overnight or longer. Humid air in the tanks can condense at night. The problem is worse if the tanks are less than 100% full, because that leaves more room for air.
It is possible for the fuel tank and engine sumps which have spring loaded drains to stick open. When you take a sample be sure that you let the spring push the sample cup out. If you take it out it is possible for the spring to become stuck.
