Vasoconstrictors: agents that constrict blood vessels causing an increase in blood pressure. Vasodilators: herbs that promote dilation of the blood vessels causing a reduction of blood pressure.

Proper use of antihistamines, vasoconstrictors, and light compression on the eyes at night can make a big improvement, also. Lasers are sometimes used to decrease wrinkles, but this would not really decrease the bags.
