BILGE: The part of the boat below the cabin sole, or floorboards, in which water can collect prior to pump out.

The type of propeller most nearly conforming to the fundamental assumption is the jet propeller in which water is drawn into the ship through a pipe, accelerated by a pump, and discharged aft.
