A small inflatable boat that has a solid hull but has buoyancy tubes that are inflated to keep it afloat.

It stands for *Rigid Inflatable Boat*. How can it be rigid and inflatable at the same time?

There are several kinds: the inflatable, the hard fiberglass (usually older) and the semi-rigid - also called rigid inflatable or hard bottom (the new ones). The latter combines hard bottom and inflatable sides.
