When APEC was established in 1989 average trade barriers in the region stood at 16.9 percent, by 2004 they had been reduced to 5.5%.[19]

GATT (General Agreement on Tariffs and Trade), now the WTO (World Trade Organisation), began the process of world trade liberalisation in 1948. Agriculture was brought into the process in 1994 under the Uruguay Round Agreement.

This may explain why trade LIBERALISATION is easier to achieve between similar countries.
