­Fat, or adipose tissue, is found in several places in your body. Generally, fat is found underneath your skin (subcutaneous fat). There's also some on top of each of your kidneys.

Most newly absorbed fatty acids enter adipose tissue for storage as triacylglycerol.

Breast tissue is largely adipose or fat. There is an amount of glandular tissue, relevant for lactation, but largely breasts are composed of fat. Breast size is governed by body weight fat proportions, gravity and also by genetics.

Not Drinking Enough Water - Adipose tissue, ie. fat, is mobilized through a process called hydrolysis. As the word suggests, hydrolysis requires plenty of water. Insufficient amounts of water in your body will hinder effective breakdown of fat.
