Flowing Artesian Well: A well where the water level is above the ground surface.
1) Flow of surface water in a stream or canal or the outflow of groundwater from a flowing artesian well, ditch, or spring. 2) Discharge of liquid effluent from a facility or of chemical emissions into the air through designated venting mechanisms.
Water in the well rises above the top of the aquifer under artesian pressure, but does not necessarily reach the land surface; a flowing artesian well is a well in which the water level is above the land surface.
