"Industrialized countries, including the USA, which have all done most to contribute to climate change, must lead the way by making significant cuts in their greenhouse gas emissions," Pearce said.

The 36 industrialized countries and economies in transition listed in Annex 1 of the UNFCCC. Their responsibilities under the Convention are various, and include a non-binding commitment to reducing their GHG emissions to 1990 levels by the year 2000.

Clean Development Mechanism One of the "flexibility" mechanisms defined by the Kyoto Protocol that allows industrialized countries to invest in greenhouse gas emission reductions wherever it is cheapest globally.
