Neutralization: The addition of substances to neutralize water, so that it is neither acid, nor basic. Neutralization does not specifically mean a pH of 7.0, it just means the equivalent point of an acid-base reaction.

After charge neutralization of suspended particles, they will stick to each other and to the coagulant chemical particles. To aid in the flocculation, water is slowly mixed in a large tank called a flocculation basin.

Typically black water, after neutralization, is used for non-potable uses such as flushing or irrigation.
