Polluter Pays Principle (PPP) means what is says - the polluter should pay for any damage to health or environment. Public money should not be used to subsidise pollution reduction systems for private industry.

The principle that those causing pollution should meet the costs to which it gives rise.
The goverment decides on a quota of greenhouse gas emissions for each potential polluter. If he keeps below that limit, he pays no penalty. However if he goes over 100 units, he must buy 100 carbon credits to compensate. Where do these come from.
