Trapezius, Upper Fibers Rhomboids Comments The Levator Scapulae holds the scapula against the trunk.
Anecdotally this emphasises the upper fibers of the pectorials and middle deltoid. A decline bench press elevates the pelvis and lowers the head, and works the lower portion of the chest and deltoid.
The upper fibers elevate the scapular or shoulder blades, the middle ones retract the shoulder blades, the lower ones depress them.
I don't think anyone will dispute that incline presses will put more tension on the upper pec muscle fibers than decline presses. The angle of the exercise places the majority of the tension on those upper fibers.
