Final Grade: Once you have created a slope, provided additional drainage (if needed), amended the soil, and installed a sprinkler system (if desired) -- then it's time to smooth-out the surface for planting.
This way you can have top soil spread as the final grade if you are building a new home. Or on a bare lot, you can work in the proper additives.
