Apical meristems contain several layers. Depending upon the type of plant, the number of layers varies. The tunica is the outermost layer with the innermost layers being the corpus.

meristem -- Group of undifferentiated cells from which new tissues are produced. Most plants have apical meristems which give rise to the primary tissues of plants, and some have secondary meristems which add wood or bark.

One of the best things you can do for your herbs is to trim the top bud, or apical meristem. This will cause the plant to bush out more and produce more leaves. It will also limit the height of the herb.

Auxins are produced in the tips of plants, called the apical meristem. Cytokinins are produced in plant roots.
Tips
Other plants that benefit from hormone application are heliotrope, mandevilla and bougainvillea.
