You would have to dig a ditch leading to the lower area, line it with plastic, and then cover the plastic with gravel or river rock. While this may not sound very pretty on paper, I have seen it become a very effective part of the landscape.

I have a very small backyard with a small lawn area and a retaining wall of river rock, which I wanted to redesign. So I replaced the old retaining wall with a smaller wall of cement blocks.

Large bark nuggets, rounded river rock, or other coarse mulch materials are good choices, lake care not to build up a thick layer, however. Plants adapted to dry conditions resent being smothered in mulch.

Bury the liner in a sloping trench, backfill with topsoil and then plant flowers or grass, or top it with gravel, river rock or boulders. Set all stonework in a 2- to 3-inch bed of sand or cement that is sloped to carry off rainwater.

Two to three inches of mulch is best -- less if a fine material, more if coarse. Use either organic mulches (shredded or chunk pine bark, pine straw, composts) or inorganic mulches (volcanic and river rocks).
