While the list of diseases (wilt, blight, leafspot, rust) and pests (rose chafer, scale, mites and nematodes) seems daunting, I would tell you I have never actually seen any of these, and don't expect to.
Whether they are Japanese, cucumber, or rose chafer beetles, a squirt with a pesticide of your choice and discretion kills 'em dead if you get it right on their little personages, but it doesn't have much residual effect.
At some point, every rose gardener will encounter black spot, Japanese beetles, rose chafers and mildew. Don't let that deter you from rose gardening. It is possible to control problems or to avoid them all together.
