Water-logged - The condition of soil that has poor aeration and overwatering.
Water sprouts - Rapidly growing shoots that arise from latent buds on branches or trunks.
Plants growing in soils that have become water-logged following overwatering or heavy rains in summer are predisposed to infection by Phytophthora parasitica.
It is especially important that the soil is not water-logged in winter; that spells death to the roots. Space 24-36" apart. Once planted, do not disturb. The long taproots can easily break.
The idea is that once a Wall O'Water is set in place in a garden plot, the water-logged mini greenhouse will warm the soil and keep the single plant within it cozy and protected from the ravages of winter and early-spring winds and frosts.
As for site considerations, there are irises to suit just about any soil type, from well-drained (bearded irises) to water-logged (Japanese irises). Xiphium, Pacific Coast, and Siberian irises thrive in soil that is kept moist.
More plants are killed by overwatering and becoming water-logged, or by drying out, than by any other means.
If your containers seem water-logged and heavy, you may need to replace your soil mix at the start of a new growing season with a fresh mix. Or, you can replenish the soil with Container Booster Mix, which recharges depleted soil.
During establishment, keep row moist, but not water-logged. Established parsnips need water when the top 2" of soil is dry.

Better drainage. Raised beds permit plant roots to develop in soil held above water-logged or compacted ground. This provides an optimum soil environment for root growth and drainage.
For many Mediterranean plants, it is not the cold but the combination of the wet, water-logged soil with the cold that kills them in the winter. Good drainage is important for drought-tolerant plants.
But make sure the bottom of the container does not stand in water, because the soil will become water-logged and cause root damage. Using other humidification devices or hosing down the floor around your plants may also help.
You can also divide in the fall after the foliage dies back. A mature plant will produce seeds making more give away plants.
