In ArcView 3.x, the theme in a view document to which button and tool actions or corresponding menu commands are applied. An active theme appears raised in a view's table of contents.

Automatically Label the Selected Features in the Active Theme:
Make the County Boundaries Theme active, with Cleveland and Lincoln Counties selected.
Or you can zoom to the active theme with the Zoom to Active Theme button. Also, you can zoom in and out. Don’t worry if you become lost; the Zoom to Full Extent button will bring you back to a view of the entire map.

Make the Fillled Tutorian theme the active theme and select Hydro/Stream Network as Line Shape from the menu. Enter 50 for the minimum number of cells for a stream network and select Flow Directions theme from the list.
