YOu should have your Base Lines object and your First Base object and a new object. Depending on what you have been doing, you may have lots of other objects, too.
Some western states have only one base line. (Notice that these states have straight line borders to the north or south.) This means that all the townships in the state are either north or south.
Create shapefile or geodatabase line and polygon features directly from raster images.

So, a 36 square mile area located between six and twelve miles east of the principal meridian and twelve to eighteen miles north of the base line would be called township three north, range two east (written as T3N., R2E).
Also, a t0 map is typically needed to set a base line for the model. The source of the baseline map is typically remote sensing. Furthermore, the observation of changes without the structure of a model can be very difficult to generalize.

In the US Public Land Survey System (PLSS), a an area comprised of 36 sections or 36 square miles. Also used to convey north-south location of the township relative to the survey's base line.
