If we wish to overcome the first problem of non-stationarity we might use a small window which is moved across the data set to perform a spectral analysis at each window location.
Others have argued that it may be difficult to construct a single set of optimal aggregation units for multiple variables, each of which may exhibit non-stationarity and spatial autocorrelation across space in different ways.
