tic match toleranceThe maximum distance allowed between an existing tic and a tic being digitized. If this distance is exceeded, the digitizing error is considered unacceptable and the map must be registered over again.

A registration or geographic control point for a coverage representing a known location on the earth's surface. Tics allow all coverage features to be recorded in a common coordinate system.

The tic, annotation, link, and boundary feature classes provide supporting data for coverage data management and viewing.

Once you are certain you have all of the appropriate tic marks and elevations, remove your paper from the map.

In essence, the ruler forms a reference grid, with the distance between each tic-mark forming one side of a grid cell. You simply align the imaginary grid and count the cells along the row. That's easy for you, but tough for a computer.

Before using transform, the output coverage must exist with a TIC file containing x, y values in real world coordinate units. The coverage to transform must contain coordinates in digitizer units.

The way the program locates and labels tic marks is less than perfect: 1) although distances between Y tics is proportional to the value, they are not proportional on the X axis; 2) decimal values between -1 and 1 can be printed on the X axis, ...

Now, while editing the control_lines file, begin digitizing (not in streaming mode) and connect the tic marks. You should end up with a grid, like this.
