Flagstick
The 'flagstick'' is a movable straight indicator, with or without bunting or other material attached, centred in the hole to show its position. It must be circular in crosssection.

Consideration for Other Players: The player who has the honor should be allowed to play before his opponent or fellow-competitor tees his ball.

A 'fellow-competitor'' is any person with whom the competitor plays. Neither is partner of the other.

14) In stroke play when both ball lie on the putting green if your ball strikes a fellow-competitor's ball you must take a penalty of two strokes and the other player's ball must be returned to its original position.

You must tell your opponent or fellow-competitor that you are playing a provisional ball and play it before you look for the first ball.
