Forecaddie
A 'forecaddie'' is one who is employed by the Committee to indicate to players the position of balls during play. He is an outside agency.

Gentleman golfers of the 18th century employed a forecaddie to sight the driven ball on blind holes and because the grass was only cut by the sheep and rabbits they tended to rely on the forecaddie at every hole.

According to another plausible theory it could be the contraction of 'forecaddie'. The forecaddie was a person employed to go ahead of players where the ball might land and reduce the number of lost balls.

Referees, markers, observers, and forecaddies are outside agents. Wind and water are not outside agents.

The exception is if an outside agency causes the movement of the ball (an outside agency being a referee, forecaddie - but not a caddie - observer, etc., not part of the match).

Outside Agency
An 'outside agency'' is any agency not part of the match or, in stroke play, not part of the competitor's side, and includes a referee, a marker, an observer and a forecaddie. Neither wind nor water is an outside agency.
