Unless you are in match play and your opponent concedes the putt, you should always putt out. This (to me) is one the biggest mistakes hackers make. Even pros miss some 2-footers.

Golf can be played in two ways. In match play the player who hits the ball with the fewest number of strokes wins that hole. The player who wins the most holes wins.

Let's talk about rule 28, The Unplayable Lie. If you violate this rule in stroke play it costs you TWO strokes. In match play you lose the hole. Tough penalty, so it behooves you to understand it.
