Penalty: Stroke(s) assessed when a ball is hit into a specific area either on (water hazard) or off (out of bounds) the course. Penalties may also be assessed for specific violations as defined by the Rules of Golf.

Penalty Stroke
A 'penalty stroke'' is one added to the score of a player or side under certain Rules. In a threesome or foursome, penalty strokes do not affect the order of play.

Penalty stroke - a stroke that is added to a player's score for breaking a rule, missing a mandatory, a water hazard, landing OB, etc. Ex: On the tee shot, player throws out of bounds.

General Penalty Stroke Play

Q. What is the general penalty in stroke play?

Add one stroke penalty to your score if you and your teammate both hit the ball out of bounds, in a water hazard or lose your ball.

You must not to touch or move it. It must be played from wherever it lands. If the ball lands in one of the hazards the golf player may take it out or use a new ball but then gets an extra stroke as a penalty.

A cart path is an immovable obstruction from which you can take relief without penalty. However, there may be times when the nearest point of relief may be worse than the cart path itself.

There are few circumstances in which it is acceptable to move a ball from its position without incurring a stroke penalty. There are, however, two notable exceptions.

If your ball is in casual water, ground under repair or, except in a water hazard, a hole, cast or runway made by a burrowing animal, you may drop without penalty within one club-length of the nearest point of relief not nearer the hole, ...

Finding a lost ball: if you hit a shot into the woods and you suspect that the ball may be lost, you can play a second (provisional) ball according to the Rules of Golf (with one stroke of penalty).

In either case a one stroke penalty is awarded to that player. A ball is said to have moved if it does not return to its original position once it has been at rest.

Under the Leith rules you could lift the ball, much as you can today, but under the Brunonian rules, you could not and you had to play round or you risked a penalty on hitting the other ball.

There is no penalty for playing a provisional ball if the original is found. If the provisional is played, the player must take a stroke for the original shot as well as one stroke penalty for the lost or out of bounds ball. See USGA Rule 27-2.

Difficulty is determined by the course rating system in the U.S Penalty Stroke A stroke added to a players score for a hole or a round under the penalty clauses in the Rules of Golf; i.e. lost ball, out of bounds, accidentally moved, etc.

Ground Under Repair: Areas of the course under repair. Balls may be removed from them without penalty.
Grounding the Club: To place the club on the ground prior to striking the ball when addressing it.

Chris clarified to both that because the ball is (not lost) and playable and on the cart path, relief may be taken without penalty. In this case the player is allowed 1 club length relief.

Preferred Lies : A local rule under which a player can improve his lie without penalty. Example: The course was still so wet from the spring thaw that we had to play preferred lies for the Men's opening tournament.

If competing, you are generally allowed a maximum of 14 clubs in your bag. (Golfer Ian Woosnam incurred a two shot penalty after having 15 clubs in his bag at the British Open in 2001).

Improving the Lie: Moving or changing the position of one’s ball to make it easier to hit. The penalty for improving the lie of a ball is one stroke added to your score.

If a stroke is taken with the golf ball teed in front of the straight line between the markers, it is a one stroke penalty and loss of that stroke.

Address
The act of taking a stance and placing the clubhead behind the ball. If the ball moves once a player has addressed the ball, there is a one-stroke penalty.

Out-of-bounds: It is the area designated as being outside the boundaries of the course. When a shot lands "O.B." the player must hit another shot from the original spot. A one-stroke penalty is assessed in this situation.
