When I tested the fit of the first stair rail section, I realized there were going to be some problems with attaching the bottom rail to the posts.
Bottom Rail: A horizontal member that forms the bottom of a window or paneled door. Also called bottom stile.

The bottom rail is wider than the top rail, and the middle is normally below the mid point - so it is easy to tell which way is up.
Set the bottom railing and baluster assembly upright and position the top railing after marking baluster positions. Adjust the balusters as necessary on the marks and drive two nails through the railing into each baluster to stop it from rotating.
Try to keep the bottom rail of any fence at least 2" above the ground. This helps eliminate the problem of decay and makes it easier to trim grass around the base of the fence.

You'll be gluing the rungs into holes drilled in the top and bottom rails, so run two horizontal strips of masking tape (exactly parallel to each other) at the depth you want the bottom of each row of holes and mark a line.
