Collar Tie (or Tension Tie) - Nominal 2 x thick members connecting opposite roof rafters. They prevent rafters from moving out and down due to roof loads.

Collar tie " Nominal one- or two-inch-thick members connecting opposite roof rafters. They serve to stiffen the roof structure.

Collar tie: Horizontal member tying a pair of rafters together.
Column: In architecture: A perpendicular supporting member, circular or rectangular in section, usually consisting of a base, shaft, and capital.

Collar ties ARE a structural member. It is possible to remove them, but ONLY if a substitute engineered solution is put in place. For example, an engineer may design a gusset plate. The engineer may use the floor joists as the bottom of the triangle.

One, is to place collar ties (cross members that are placed between each pair of rafters, not just every 4'). This will give you a sturdy rafter structure and provide you with a flat cathedral surface to mount ceiling fans to.

This will put considerable pressure on the outside walls. The rafters may be over spanned, or may not have proper collar ties. Check for bowing at the center of the sidewalls and for excessive roof deflections.
