Crawlspace Vents
Crawlspace vents were originally designed to prevent moisture vapor from accumulating in the crawlspace by providing openings for the moisture to pass to the exterior.

Crawlspace ventilation. Homes with crawlspaces require additional methods. One is to cover exposed soil in the crawlspace with a barrier, such as concrete or polyethylene.

Crawlspace Vent - An opening to allow the passage of air through the unexcavated area under a first floor. Ideally there should be at least two vents per crawlspace.

Crawlspace Ventilation Fan for Moisture Control
During annual termite inspection, it was noted that there was wood fungus on floor joists due to high moisture levels. It was recommended to apply a fungus killer and install power ventilation (3 fans).

Check crawlspace ventilation, insulation, and vapor retarders.
Test smoke/fire alarms and carbon monoxide detectors.
Test, clean and lubricate sump pump.

You don't need to really take measures to hold down the plastic, because, after all, this is a wind-free (hopefully) zone. Some wind may come through the crawlspace vents, so a few well-placed rocks on the plastic should hold it down good enough.
