Skirting Board
A skirting board is a wooden board set on edge round the foot of a wall to protect the wall from kicks and scuffs. Also know as a barge board, wash board, kick board, baseboard.

Skirting: Timber or other moulding around the base of a wall.
Sleeper wall: Supports a timber ground floor, and is often built in honeycomb brickwork to allow ventilation of the space under the floor.

The are a number of different types of emitters available:
'Skirting' heaters.
