Solution: Windows or parts of windows below grade should be protected by metal or masonry window wells, with bottoms consisting of gravel to permit good drainage. Clear plastic bubbles are available to cover the entire window well like an awning.
If parts of the basement extend above the ground, you can add new windows or enlarge existing ones. If that isn't possible, another option is to dig window wells.
Then the corrugated window well liner is lifted out and the hole is enlarged and reshaped. From inside, the old window is removed but the outer frame is left in place. The new vinyl frame is slipped into position, leveled, shimmed and insulated.

Consider adding sconces or embedding pot lights in the sides of the skylight opening so the window well won't look like a big black hole at night.
