The Latvian breed was developed in Latvia from the beginning of the 20th century up to 1952 by crossing the native horses with west European harness and harness-saddle breeds.

The Latvian Harness Horse is an all-purpose breed popular throughout theSoviet Union. In the south it is thought of mainly as a draught horse whilein the north its main uses are under the saddle and in harness.

Latvian horses have shown good results in performance tests both in harness and under saddle, particularly in competitions. The records are 2000 m draught walk with a pull of 150 kg, 13 min 40.

Latvian belongs to the Eastern Baltic sub-group of the Baltic language group in the Indo-European language family, and it is neither Germanic, nor Slavic.
