FIRST READING - When a bill is introduced in a chamber and 'read across the desk' for the first time and assigned to a standing committee.

 


The first reading is the first stage of a Bill's passage through Parliament. Over time this has become a formality. It now consists of the short title of the Bill being read out in the Chamber by the Clerk.

Each time a bill is put to a vote, it is called a "reading", as in First Reading, etc.

Lincoln met with his cabinet on July 22, 1862 for the first reading of a draft of the Emancipation Proclamation.

It was first signed by the sovereign and presented by a peer to the House of Lords by command of the crown, then passed through the ordinary stages and on to the commons, to whom the sovereign's assent was communicated before the first reading was ...
