Public journal Main article: Public journal A public journal is a record of day-by-day events in a Parliament or Congress. It is also called minutes or records.
The Journal is the legal record of the proceedings of Parliament. Both the House of Lords and the House of Commons produce a Journal for each session.
The journal of either house is evidence of the action of that house upon all matters before it.
