Third reading is one of the stages that legislation goes through before it becomes law. After the report stage a Bill moves forward to its third reading. This is a final opportunity to vote on the whole of a Bill.

 


until its final reading, such as "third reading", at which time it is passed and awaits coming into force (as a statute or law) upon a date of the government`s choosing, unles the bill (now a "statute") specifies a date at which it comes into force.

EMERGENCY BILL - A bill that takes effect immediately upon the Governor's approval. A bill marked as "emergency bill" must pass third reading with a 3/5 vote in each chamber. (Maryland although other states have similar provisions) ...
