Ways and Means comes from a committee of the House of Commons which used to sit to consider the 'ways and means' or taxation needed to raise revenue for the Government.
WAYS AND MEANS. In legislative assemblies there is usually appointed a committee whose duties are to inquire into, and propose to the house, the ways and means to be adopted to raise funds for the use of the government.
Evidence is the ways and means used to persuade the judge or jury of your facts as the judge (or jury) is expected to start off with a blank slate; no preconceived idea or knowledge of the facts.
