A ceiling balloon is a small, usually red, rubber balloon commonly measuring 76 mm (3 in) across prior to inflation. After inflation the balloon is taken outside and released.

ceiling
The height above the surface of the base of the lowest layer of clouds that obscures more than half the sky; reported for only broken and overcast sky cover. The ceiling may be estimated by visual means or measured by a ceilometer.

Ceiling - The height above the earth's surface given to the lowest cloud layer or obscuring phenomena when the sky cover is reported as broken, overcast, or obscuration and not classified "thin" or "partial." See vertical visibility.

Ceiling Balloon A small balloon used to determine the height of the cloud base. The height is computed from the balloon's ascent rate and the time required for its disappearance into the cloud.
