Actually this term has nothing to do with pet cats. It is used by British meteorologists to designate a warning to pilots about Clear Air Turbulence, which is usually a cloud-free wind shear zone aloft that can make for a bumpy plane ride.

When these surfaces are closely packed together, the atmosphere is very stable. When these surfaces are far apart, the atmosphere is unstable. This type of analysis helps to forecast the freezing level and icing, clear air turbulence, ...

There is moderate clear air turbulence between 6,000 ft (1,829 m) and 8,000 ft (2,438 m). There is light rime icing between 2,000 ft (610 m) and 4,000 ft (1,219 m). Note this would indicate that the icing is picked up in the cloud.
