Cloudy- the state of the sky when 7/10ths or more of the sky is covered by clouds.
Coastal Flooding- the submersion of land areas along the ocean coast and other inland waters caused by sea water over and above normal tide action.
Cloudy When the predominant/average sky condition is covered completely by opaque (not transparent) clouds. In other words, 8 octants of the sky is covered by opaque clouds.
Partly Cloudy When the predominant/average sky condition is covered 3/8 to 4/8 with opaque (not transparent) clouds. Same as Partly Sunny.
PARTLY CLOUDY The state of the weather when the clouds are conspicuously present, but do not completely dull the sky or the day at any moment. The National Weather Service does not have an amount of sky cover for this condition.

For instance, the atmosphere of Venus is very thick and cloudy, and is responsible for producing the very high surface temperatures on that planet by virtue of its greenhouse effect. On the other hand, the Martian atmosphere is very sparse.
Partly sunny and partly cloudy: Both terms refer to 40 to 70 percent cloud cover. Partly sunny is used in the day; partly cloudy is used at night.
Fog: A cloud on the ground. Fog is composed of billions of tiny water droplets floating in the air.
Use a thermometer in a shady location about a metre above the ground well away from buildings to measure the temperature on clear and cloudy days over several weeks. Along with the temperature measurement, note the time and date.

Moist adiabatic lapse rate A variable rate of cooling applicable to saturated (cloudy) air parcels that are ascending within the atmosphere.
Clearing
(Clearance) (1) Decrease of total cloud amount from an initial cloudy state. (2) Time in which this decrease takes place. (3) Gap in cloud layer covering the entire sky.
Clear Sky
Sky with a total cloud cover of less than one okta.
Sky Cover - a term used to describe the amount of sky covered or concealed by clouds or obscuring phenomena. Classifications for sky cover include clear, broken, partly cloudy, and overcast.
The winds are light, the skies are partly cloudy or even clear (the skies are usually free of rain) and radar depicts it as an echo-free area within the eye wall.
