Developing Storm: Used in the National Weather Service High Seas Forecast. It refers to an extratropical low or an area in which storm force winds of 48 knots (55 mph) or greater are "expected" by a certain time period.
Because of the temperature structure, very little overturning of air takes place, either within the stratosphere, or with the troposphere (except in the special case of rapidly developing storms of various kinds), and once gases, particulates etc.
Forecasters always have estimates of wind shear and CAPE. With these, they can refer to the matrix and can get a first estimation about the potential for any developing storm to be severe.
