Gross trailing tonnage of the train (not including locomotives) divided by the total number of cars having operative brakes.

Some railroads restrict heavy train based on a formula called tons per operative brake (TPOB). This is calculated by dividing the weight of the trailing tonnage by the total number of cars in the train.
